The Valuation Office has merged with the Property Registration Authority and Ordnance Survey Ireland to form a state organisation, Tailte Eireann.
Tailte Eireann came into effect on 1st March 2023.

The Valuation Office, as part of the National Revaluation Programme is undertaking the revaluation of all rateable properties in Co Mayo.
Having a modern valuation base is important for the levying of commercial rates on a fair and equitable basis across all economic sectors and for ensuring that rates remain as a stable contributor to funding Local Government.
The Commissioner of Valuation has made a valuation order formally commencing the revaluation. It was originally intended that the revaluation of Mayo would have been completed by the publication of a new valuation list in September 2021. This was then deferred for twelve months to September 2022 due to Covid 19. Please see link below to 2021 Amendment for further details.
The Valuation Office announced in February 2022, a further deferral of Revaluation 2021. The Revaluation will now be finalised in October 2023 and become effective for Rates purposes from 2024 onwards. The deferral of revaluations is to allow for the impact of COVID-19 on the commercial property market to be assessed and reflected in the revaluation of the local authority area.
Reval 2023 is the new name for the merged Reval 2021 (includes Mayo County Council, Clare County Council, Donegal County Council, Galway City and County Council and Kerry County Council) and Dun Laoghaire- Rathdown Reval Projects.
On 2nd September 2022, the Commissioner of Valuation, with the consent of the Minister for Housing, Local Government and Heritage, revoked existing Valuation Orders for the revaluation of commercial and industrial properties in Clare, Donegal, Dún Laoghaire-Rathdown, Galway, Kerry and Mayo County Council and Galway City Council Rating Authority areas.
Following the completion of a statutory consultation process between the Commissioner of Valuation, the Minister for Housing, Local Government and Heritage and the relevant Local Authorities, the Commissioner, on the 6th September, made new valuation orders for these rating authority areas.
The Valuation Office issued 90% of the Provisional Valuation Certificates (PVC’s) on the 23rd September 2022 to Ratepayers in Mayo.
All rate payers had an opportunity to discuss their proposed valuations with valuers from the Valuation Office through a series of walk-in clinics that were held in Mayo County Council offices throughout the county in October 2022.
PVC Update - 2023
The remaining PVCs will issue in tranches between 23rd February and 25th May 2023. Where a ratepayer is dissatisfied with the proposed valuation or any of the details contained in the PVC, the ratepayer should make a “representation” to the Valuation Office within 40 days of the date of issue of the Certificate. The closing date for making representations is printed on each Proposed Valuation Certificate.
For ratepayers whose Proposed Valuation Certificates were issued during May 2023, walk-in clinics will be held in local authorities. Valuation Division staff will be available to answer queries in relation to the issue of Proposed Valuation Certificiates and no appointment will be necessary.

INDICATIVE Annual Rate on Valuation (ARV) - REVAL 2023
Indicative ARV for Mayo County Council = 0.239
The commercial rates payable in any year is calculated by multiplying the valuation of the property,set by the Valuation Office, by the Annual Rate on Valuation (ARV) which will be set by your Local Authority.
For the purposes of calculating what your 2024 Commercial Rates Liability might be - Multiply the proposed valuation (from your PVC letter) x the Indicative Annual Rate on Valuation (ARV) of 0.239.
Proposed Valuation x Indicative ARV = Estimated Rates Liability for 2024.
For example: Proposed Valuation is €10,000 x 0.239 = €2,390.00 - Estimated 2024 Rates bill.
The Valuation Office have provided a Rates Estimate Calculator. Select Mayo from the drop-down box and insert the Proposed Valuation on your PVC letter in the Net Annual Value box and then click on Estimate. This will calculate your Rates Estimate Liability for 2024 in monetary terms.
The actual rates liability for 2024 will be calculated by multiplying the calculation of the property, set by the Valuation Office, by the ARV which will be set by the local authority in Quarter 4 of 2023.
