Application Forms, Licences and Permits

Please find information below relating to licences and permits available from Ballina Municipal District


  • Hoarding & Scaffolding Licence

    Section 254 of the Planning and Development Act 2000 governs the issuing of a Hoarding, Fencing or Scaffolding Licence. Mayo County Council may grant a licence for the construction of hoarding, fencing or scaffolding on a public road.  If you wish to apply for such a licence, you will be required to submit plans, and or drawings as necessary.  

    To apply for a scaffolding permit, please follow these steps:

    Please complete the form and send it and the appropriate fee to Ballina Municipal District Office at the following address.

    The application should be accompanied by: 

    1. A public liability policy in the amount of €6.5 million with a specific indemnity for Mayo County Council.                                                             
    2. The appropriate fee:
    • For a period of one year €1,250. 
    • For a period of more than one year €1,250 per year or part of year. 
    • For a period of less than one year €125 per month or part of a month 
  • Temporary Signage Licence

    If you wish to erect a Temporary Sign to advertise an upcoming event you may apply to Ballina MD for same.  

    Maximum of  2 signs allowed,  

    • Signage not permitted to be erected until you receive approval from this office, we will contact you once a decision is made. 
    • Signage only permitted to be erected 10 days prior to the event taking place and all signs must be taken down immediately after the event. 
    • Signs are not permitted to be erected on Traffic signs/lights or roundabouts. 

    To apply for a Temporary Signage Licence, please follow these steps:

    Please complete the form and submit to Ballina Municipal District Office at the following addresses.

    The Application must be accompanied by: 

    1. Digital photograph/PDF of the sign with size/dimensions 
    2. If the sign is for a building, the Property Owner/Tenant must submit a digital photograph of the building faƧade indicating signage location 
  • Skip Licence

    If you intend on using a skip on a public road, you will need to apply to your local Municipal District Office for a permit.   

    To apply for a skip permit, please follow these steps:

    Please complete the form and send it and the appropriate fee to Ballina Municipal District Office at the following address.

    The application should be accompanied by: 

    1. A public liability policy in the amount of €6.5 million with a specific indemnity for Mayo County Council.                                                             
    2. The appropriate fee: 
    •  For a period of one year €1,250. 
    •  For a period of more than one year €1,250 per year or part of year. 
    •  For a period of less than one year €125 per month or part of a month 
  • Tables & Chairs Licence

    Business wishing to place Tables and Chairs along a public footpath or open space must apply for a licence.  

    The application should be accompanied by: 

    1. A public liability policy in the amount of €6.5 million with a specific indemnity for Mayo County Council.                                                             
    2. The appropriate fee 
    • For a period of 1 year: €125.00 per table 
    • For a period of more than 1 year: €125.00 for each year or part of a year per table 
    • For a period of less than 1 year: €12.50 per month or part of a month per table.

  • Casual Trading Licence

    How can I trade? 

    Businesses and individuals are allowed to sell goods in designated areas in Mayo, provided they have a Casual Trading Licence issued by Mayo County Council. 

    There are also a number of Market Days around Mayo. Contact the market organisers directly to participate in these sales. 

    If you wish to prepare or serve food please contact the HSE as they may have additional requirements. 

    Persons trading without a licence can be prosecuted by an authorised officer of Mayo County Council as well as by the GardaĆ­. 

    To apply for a Casual Trading Licence for Ballina, please follow these steps:

    Step 2 

    Please complete the form and send it and the appropriate fee to Ballina Municipal District Office at the following address.

    The application should be accompanied by: 

    The appropriate fee: 

    1. To trade in Ballina Market on Mondays (or following day in case of Bank Holiday) for one year the fee of €1,600 per annum applies. 
    2. To trade at seasonal or special event the following applies: 
    • Where trading involves the sale of food, a sum of €40 per foot by length per day. 
    • In all other cases, the sum of €66 per day. 
  • Road Opening Licence

    Mayo County Council wishes to advise the public that it is an offence to damage or excavate a public road without the prior consent of the Council in the form of a Road Opening Licence. 

    An application for a Road Opening Licence must be submitted online through the MapRoad Website which is administrated by the Road Management Office (RMO)
